I've never thought of the ghost cities as harbingers of collapse, or even particularly bearish. To me they are warning signs that the forces at work are not always the ones we (outsiders) have come to expect. Political imperatives... in some cases the only imperative is likely to be siphoning off as much cash as possible, with politics being the leverage used toward that end.
