Correct, but it is game playing on their part unless they have insider information. Delay of MSA by two months from their original report means that XXII has two months less to produce and deliver revenues.

So it would only be fair to discount the valuation by roughly 20% to account for the lost months. Without MSA we are idling the factory and not producing products.

From Chardan's own report from 1/31/14: Risks to achieving this target include increased regulation, inability to obtain MSA membership, delays in finalizing distribution agreements and commercial license revenue lower than expectations.

Delay in MSA acceptance by two months would affect this year's S/P target. In the long run, it would be significant.
