Sami Oceus had to request temporary permission from the FCC to operate their Xiphos device and separately for the proposed Globalstar TLPS frequency 2473-2495Mhz.The xiphos is a device that can create a 4g cellular network on the battlefield or provide the reach back to create an emergency cell network in a disaster area as described by the Space data testing.
This info seems to indicate they've been around one another since early last year. Not trying to say they will abandon Space Data, but a company like this can see the value in both Ltas and Space data products, imo. For instance Oceus could still recommend the SkySAt for the emergency network at 70K feet but also suggest the quickly deployed Bib for the additional nodes needed to expand the network on the ground, as they described in their report.
xxxxxxxxxxxxxxx Here's Oceus request/grant to test their Xiphos device at White Sands from March 2013, note the devices used and locations at the bottom.
xxxxxxxxxxxxxxx A more recent Xiphos request directly mentioning the NIE 14.2 with the Stennis Space Center in Mississippi
"Purpose of Operation Please explain the purpose of operation: Purpose of operation is to demostrate capabilities of LTE technology at TSOA (Technical Support and Operational Analysis) 14.2 event. "
