I would imagine you wouldn't see any of that happening until the license get approved. You would do everything in stages, IMHO that stage would require a license before starting it. The main focus is to get security up and running, so you can get license approval.

The comment about utilizes, if you look at the pictures, that's in place. Solar cells on the roof, and if you look at the picture on side of the barn, electrical is wired and metered.

I don't see any equipment being installed until after the license has been approved. (Lights, HVAC, hydroponics system, etc.)

approval for license
PHOT announcement on shipment of goods
