It is an unusual situation, as the SEC doesn't seem to have specific protocol to address the misuse of EDGAR by non-registrants.

It might fall under the Delinquent Filer Program:

The SEC gives both an E-mail address and a phone number to make reports. Other direct contacts at Enforcement might work, too.
