IMO:IDCC has already notified its investors via its 10K filing that Nokia and Samsung are OBLIGATED to pay for 2G..The only open issue is to agree on an audited sales number..not a RATE.They even provided an estimate of the RANGE that they unilaterally estimated.They could not establish a range of DOLLARS owed..with TWO unknowns..rate and sales of infringed product.The rate is a given in the opinion of IDCC Management..
