I have a sales / marketing background and would say that it could likely depend on the organization structure and who you're selling to. The sales pitch has to go to the top.

A CIO of a large company will probably understand the ramifications that you specified. Since CIOs report to the CFO, everything is taken to account. Many CIOs are compensated for finding efficiencies so they have skin in the game.
