xzx you're right one day the 750M restricted stock will come into play and change the O/S and valuation(market cap). But, this will be down the road and to try and put that into the picture now is a little myopic. They won't have any effect on the float as they will be restricted so even if the market value becomes adjusted in our minds due to this 750M in reality the shares that are trading and ultimately effect the pps and market value will be the float and not the 759M O/S.
