Marchma broke it down and if the additional 5 mil passes it is higher than that. I believe that the shares were at 42 mil before the plans. They are now at 56 with 5 remaining and asking for 5 more. It is very silly to give this increase until the 3g licensing matters are up and running. The percentage is just too high since only one of the top 15 is a founder. In fact, it may be silly period. It is not like the shareholders have not been very generous up to this request. The rule of thumb is 20% and the BOD is asking for approval that will take it to 38%.
