You are assuming that the options are going to current management and employees. That may not be the case. InterDig tells us that management gets bonuses when hired, promoted or "special" circumstances. I'd hope that the options would be used for new engineers and new additions to the management team.
I also think that employee retention and cash preservation are always important issues - but you are probably right about the immediacy of those threats.
