I think the "permits" (the distribution) that you highlight simply means that the licensing agreement "allows" it, meaning it's going to happen.

Personally I think Dell is going to broadly implement 1.2 TPMs putting them on all business models as current models are replaced during the normal replacement cycles. Why would Dell exclude this technology from any business machine? The user won't be able to fully enable Vista without a 1.2 TPM. It's a no-brainer for the PC OEMs, a no-brainer.
