LOL, well in theory you are correct. But if an issuer followed the state law in which it is domiciled, FINRA can delay you because of "paperwork" inconsistencies. However, it cannot prohibit the issuer from complying with state laws.

As far as BITC goes, it changed its ticker but not its name? Too funny. You do know what FINRA charges $500 to change a ticker to a specific ticker. Why would they not file amended articles in Nevada and change the name as well?

Very strange.
