Based on what?

This is the second time, at least, that Turek has done this, without any notification to the public and while issuing PRs about buybacks. He still has about 1.3 billion shares to go given an authorized share ceiling of 5 billion.

What pattern of activity leads to the conclusion that the worst is over?
