The real thing that always strikes me about that article is Jeff Faunce's enthusiasm. And it makes sense when you have a platform that stays up for days and one that stays up for hours. The key technical word for WSGI-type products is "persistent" which is almost always tied to buoyant systems. The whole goal of this netowrk intiative is to keep soldiers connected at great range. If someone has to actively launch, fly and retrieve a UAV while monitoring the system and charging the UAV batteries, it is hard to keep that up 24 hours per day.

PM-MATIC is the Army work group that has been coordinating Army aerostat efforts out of Aberdeen Proving Grounds (Maryland).

The Signal Center of Excellence is:

The Signal CoE conducts specialized instruction for all Signal Regiment military and Department of the Army civilian personnel and provides doctrine and training development support publications. Three U.S. Army Training and Doctrine Command capability managers coordinate acquisition and fielding of major systems. Force integration is accomplished through the life cycle management of all major communications-electronics systems under study or in development for future use in the Army.

The Aviation center of Excellence is:

The U.S Army Aviation Center of Excellence headquarters staff analyzes, assesses, provides staff management oversight and recommends for decision all activities affecting Army Aviation policy, command guidance and the development, implementation and execution of processes to support the command in meeting its mission.

That whole paragraph just means the WASP is connected to all the right Army decision makers IMO. But, again, what struck me most was the torrent of quotes that Jeff Faunce supplied--clearly he is invested in the WASP's success.
