So because the companies lights went out, means they can't be charged? I guess i am just trying to understand why if they were committing fraud at the time they were being charged for, why did theindividuals committing it all get charged. Is there really a way they can shut down operations and none be charged? Again, not arguing, but i am trying to learn how this works. Thanks
