The Lusa article stated the meeting to "ink production sharing contracts" was delayed to mid February. To my knowlege, the JMC meeting isn't to ink the PSC but rather to approve them for inking on the signing date which is scheduled sometime after the intitial JMC meeting to approve the inking.
"Sao Tome, Jan. 20 (Lusa) - Nigeria and Sao Tome and Principe have postponed a meeting to ink production sharing contracts for five offshore oil blocks in their Joint Development Zone until "mid- February", the archipelago`s petroleum minister has said."

.....the Guardian article (see applicable exceprt below)that the JMC will still be held this meeting and out of said meeting "a signing date is expected to be announced".
"A joint ministerial council meeting of the Joint Development Authority (JDA) set up to administer the licensing exercise is still scheduled for this weekend, where a signing date is expected to be announced, despite the resignation of Sao Tome's Foreign Minister, Ovido Pequeno."

.....perhaps...perhaps...the signing date IS to be determined by a JMC meeting this weekend and THAT date is scheduled for mid February (the signing ceromony date).
This would somewhat explain the question WHY a specific mid February "signing" date wasn't selected and announced. Said date was to be picked in the JMC meeting "still scheduled" for this weekend.
Just trying to make sense of the conflicting stories and lack of a solid date.
