TD Tech Ltd. is the wholly foreign owned enterprise(WFOE) of Siemens Communications Group and Huawei Technologies Ltd.. It is formally established on March 18, 2005 in Beijing. The WFOE is developing, manufacturing and marketing TD-SCDMA technology, however initially, the focus of the sales is in China. Both parent companies have together injected more than USD 100 million, with Siemens holding 51 percent and Huawei 49 percent.

Can you verify that Seimens holds 51% of the joint venture with Huawei? I thought the Chinese government always held 51% of any venture for themselves and that foreign companies were forbidden to own a majority position.
