I think you have missed it. You call it dilution, when it is nation building. Dilution is a negative term used when the inside is selling a paper processing machine into a useless, non-productive void. This is anything but.

I think that the shares are real, and were sold to a very real entity. The fact that they may have been instantly converted, some of them at any rate, is not of much concern. Look at what it has brought us.
