A real CEO doesn't usually do that. So that leaves us with: A phony- running an empty scam company with time on his hands or NOT the person as claimed to be being paid to be him and or a whacko with time on their hands.

I still vote most for the whacko or paid lackey. Hoff may be an exemption to my rule. But I’d put him as just plain scammer nutjob.
