That statement is incorrect
STKO trades CAN be settled thru the DTC, which is why Ameritrade allows you to sell. It is an independent brokerage decision as to whether or not to allow buying and/or selling of pennies.
In Ameritrade's case, I think they are just moving away from pennies in general.
If trades could not be settled thru the DTC, then no one would be buying or selling, as it would be locked.
Big difference between a chill and a lock. Trust me, I know, cause I've had one that's been "locked" for over 2 yrs and will not allow any kind of trades. It sucks too.
