I agree with your points about how possible regime changes or Spain/Portugal eventually nationalizing these mines if they choose to do so could be a big problem for PTQ. Those issues will most likely come home to roost depending on how bad it gets in these countries down the road.

On the flip side they are hurting badly for jobs, so having PTQ come in to re-open these shut down mines and bringing jobs back into these areas has to be a priority for government. In economically bad times creating jobs tend to trump environmental concerns.
