True it's very strange, My speculation is that maybe CC wanted demanded more than GNF could afford. so dome dealing had to be done, GNF agreed upon it, CC had to check with all souces of avenues, noticed this time it mentions about "going to court" and lots of more legal issues.

CC wanted to see if it was worth it going national, Maybe it wasn't going too hot, or GNF was not ready to supply 110 stores in 2 months, or BEGGED for a second chance.

What concerns me is that the months of Jan-March are slow purchashing since the holidays just went by and most people are broke until tax season.
