Please explain how they run the program then.

Here are the statistics from the FAA:

Note that for the number of student certificate issued the percentage who complete the basic private ticket. Then you have commercial and Airline Transport. Keep in mind that commercial is a subset of the private tickets issued, and ATP is a subset of commercial tickets issued.
