Clark (per the filings its not spelled with an 'e') has not demonstrated that he cares about PPS since they are all practically FREE for him to give away to people like Al Kau and Aaron Shrira. So considering that track record, why wouldn't he do the same thing for the 'new' NDA partner? Lastly, if an NDA company were piling up shares - wouldn't that be a highly illegal case of insider trading?
