The drop in NEOM PPS has virtually nothing to do with 8-K's and everything to do with insolvency, 99.9% drop in PPS during LM tenure, failure to achieve operating income and positive operating cash flow during its history, and the fact that YA Global's death spiral instruments are currently convertible to over 100 billion shares.
But I am impressed that you can keep track of the CFO churn at NEOM. Based on past history, I expect the Colonel will be moving on again in the next few months. Maybe you will like the next one better.
