However, what is the traders' objective of keeping this in such a tight range?

Due to the potential hero side of this, the potential payout could be huge and people would probably be willing to buy up to 25 pennies.

If I was one of these traders, I would sell at a higher price, but it seems like they do not. Are these traders working for someone?
