That's starting to happen. The incubator/VC/private equity scene is booming.

SBA loans are for chumps.

My team is heavily involved in developing curriculum for/mentoring and helping finance promising startups. Generally, the cream rises to the top and gets funded. The bad ideas mostly flop. And everyone learns!
