I would say that makes sense to me if what they're doing is not causing any more damage to their credibility as it relates to this investigation. But if they continue to give us BS about the progress they're making on a fictitious product (if that's what it is), then they're lessening their chances of the investigation getting dropped. That's what doesn't make sense. Besides, the AMF investigation is as big a joke as the progress on the alleged water heater.
