it is a pointless PR, other than to sell paper. "Memorandum of understanding" is simply promotorspeak for "we don't have a deal"
The stock didn't move because no one cares except the desperate, and they can't afford to buy anymore, or, deep inside, don't really want to.
The price speaks for itself..
