Probably right, if the Feds don't stop me, California would.

Evidently the USA isn't the place to innovate and invent anything unless you plan on shipping it offshore. I think most of the actual EPA restrictions are on the ash, not carbon.

I'm not really familiar with carbon trading. Do the goevernments tax the carbon emmissions and pay people to sequester carbon, or do they just keep the money for their expensive habits like penny stock promoters?

Coal exports rose 17% last year.
