What language is that? One that somebody made up? It isn't Spanish, though elsewhere "Dobbs" claimed it was located in Costa Rica:

"Internacional" could be Spanish, but "publizierende" is German. "Gruppe" is also German. I wonder if our old friend Tan Siekmann is involved.

It does, however, exist, and it's brand new:
