As I said before it depends on how GETH issues and does equity financing, if GETH issues 10 million shares at 1-1.5$ (after RS) and get fund and build plant, the share price fall between 1-1.5 and them goes up, but if GETH only issues shares and do nothing share price goes down step by step! When entities financed co, first they have to believe in co and second they won't and can't sell issued shares on open market !
On the other hand you are right, that would be a kind of dilution but harmful if GETH doing nothing and beneficial if GETH build plant !
