how do you think that a consumption tax is fair? it is regressive, such that the poorest pay the highest percentage of their income on it, while to the rich it would be a trifle. which is how the rich have passed much of the tax burden to the middle class and the poor, by increasing regressive taxes like gasoline tax. try again. A balanced approach is okay, but with the huge disparity of incomes, letting the rich skate even more is a non-starter. Virtually every way of the rich avoiding taxes has been exploited already, to the point we have to borrow money just to run the government, since there isn't much more to squeeze out of the lower income groups.
