Technically, they'd serve the Resident Agent in Nevada. Part of their role is to accept service of process.

But if the RA couldn't get in touch with anyone associated with the company... So yes, shareholders could sue. They could even win a default judgment. But enforcing the judgment wouldn't be at all easy.
