They needed awareness to the company. Its completely normal for a real company to run a promotion to bring in a shareholder base 
In this case they need 400 shareholders of record MINIMUM to file and get listed on the NASDAQ so running this promotion will certainly give them that awareness IMO
They don't need to sell shares because they have revenues to put back into building the company!
And just so everyone is aware Labor Ready used to trade on the OTC and now trades as True Blue on the NYSE!
So it can be done!
