I disagree. I think it's brand new. At what time "before Southridge" would it have been made, and for what purpose? And how COULD it have been made "before Southridge", given the presence of the Southridge logo on one of the tanks? A logo that's visible in both the 19 September photos and in the ones from December.

I imagine they didn't include the audio--though I wish they had--because the workers were speaking Spanish.
