I read this to mean the agreement is a combination of a patent license agreement and a technology agreement - not that LU and Tantivy are combining their patents.

Yes, the companies are going to cooperate on advanced technology programs. Yes, they are going to continue negotiating a broader patent licensing agreement, i.e., one that covers all standards and IDCC's additional patents. This agreement will probably contain a license to IDCC for LU patents (this is normal and typical of IDCC licenses, i.e., nothing new, IMO).

The reference to a technology agreement could mean that LU will pay IDCC to develop technology for them, similar to the 1999 NOK/IDCC technology development agreement. Or, it could mean that IDCC will receive license/access to LU development platforms similar to the ERICY settlement agreement. Or, it could relate to the comments by IDCC that they are looking for a GSM stack.

My bet is that LU and IDCC will cooperate on TD-SCDMA technology or HSUPA technology, which is something IDCC seems to be pioneering.
