You are one dumb cracker. Budgets don't fund the government Appropriations fund our government. The Senate and house have always Appropriated the money which as you obviously don't know explains HOW the money is spent. Budgets are general documents for the ill informed masses like you but Appropriations are where the details of how to spend is dictated. You are really stupid so please go away or STFU
