If the alleged IEEE certificate is a crude forgery, are you certain Kwahar's image wasn't superimposed on the group shot, a la Adobe Photoshop? With no attribution or frame of reference revealed by the photograph, it is absolutely meaningless. It could be a post luncheon gathering of employees at an outsourced telephone call center. There is no way to tell.
