I don't believe that promotion of stock is their business model - so in that sense they aren't a promoter.

Do they take stock in exchange for a promotion - I don't think so.

Do they accept payment from a company to be promoted - I don't think so.

They make money from subscribers and they attempt to determine which stocks are going to be promoted.

So, I fail to see how you think they are in the stock promotion business.
