They play on the notion that someone with $2,500 bucks can become a millionare. Let's face it, there are a lot more people with $2,500 bucks then there are peeps with $50,000. So they play on the lower budgeted peeps and fleece them while those that are getting fleeced are dreaming of finally being rich.
