Sure. It's the companies that issue the stock. (Hence "the issuers".) The SEC doesn't seem to be interested in going after them. I looked at a few of them. Unlike the companies that worked with Bronson, most of them don't seem to have returned for seconds or thirds.

But something really needs to be done about the attorneys.
