on the restricted(air space) military bases are prohibited and that is the only place a launch can take place. Video feed is possible..

"Video of the launch would be made available to the public from our website. Since it is a military facility, we will be unable to allow the public access to the actual launch. We feel that launching the airship at Edwards with the help of the U.S. Government would be in the best interest of our company's goals. Even though this removes the public launch, it also keeps us in a near term launch window. Since this is a very new aircraft section for the FAA, we feel it might take months to finally get clearance to launch an unmanned airship in commercial airspace."
