Obviously, these small countries don't want to put all their eggs in the basket of IOCs, so there is a process for other companies to get blocks. ERHC said it is a slow process (put less pricey) to apply directly to governments for blocks, rather then going to auctions. This is the route they have taken and I guess it takes the ability to navigate government bureaucracy. This is the "home field" advantage that we have. No doubt there are requirements and things you can do to help in the application process. Two such things must be 1) demonstrating the ability to raise funds - "the notorious private placement" and 2) demonstrating industry leadership (presenting at conferences). All IMO.
