No cash for shareholders there sure as hell shouldn't be bonuses for management then. If you fully expect to renew and to settle things then you pay the dividend. If your situation is such you don't feel like you will be able to repelenish what you pay out and cover expenses then you don't pay a dividend. In my opinion to pay or not to pay may speak volumes on what management feels about the direction of the company.
