IMO, he wants to control stock and needs shares to do so. He knows we will absorb his 150M or so blood shares with ease in the low .000s so he refuses to sell there. He wants to be a thorn in the side of company, Jeff and investors, but there are cards still to be played.
Let him bask in the glow of his greedy greatness. Every dog has it's day.
