Re your post, IMO it is more likely the Brokerages are waking up to companies that report a false Outstanding Share count and have been dilooting like serial diluters do. That, and companies selling unregistered shares or shares that were improperly or illegally exempted from registration by bogus Legal Opinion Letters.

Dilooting is a pandemic.
