THAT IS BS! 200 BILLION is a lot but I bet you nobody will know where exactly that went to. Laying off 3000 people is because these business owners have no money and need to save some now to rebuild...but again, the question comes up, WHERE is that 200 Billion going??

Some will say it's not for the city itself but for individuals.

I dont know. Whatever
