I take the comment to mean that they have a heat engine that they believe will be useful, but they have no completed application for it that will have a significant market . . . and they appear to be looking at markets where cost is not the main issue (submarines) which implies the efficiency is not anywhere near what the hype on the company website has for years claimed.
