The number of shares listed in the table are "diluted" shares, which means that all outstanding options and grants are already counted in that number. If you look at the difference between Intel's basic and diluted EPS over the past few years, it differs by no more than a penny. This suggests that the number of outstanding option grants as a percentage of outstanding shares is fairly small. You can see all the figures in Intel's latest 10k disclosure.
